To obtain a Permit to Acquire a Firearm you MUST appear in person at the Honolulu Police Department’s Firearms Unit. Customers who enter our office outside of our normal working hours may be asked to return another day. 

Forms are now available on this website to complete prior to coming down to the Firearms Section office. You may print the forms and bring them with you pre-filled to the Firearms Section to help expedite the application process.

APPLICATION FOR A FIREARM PERMIT

*** You must apply, in person, at the HPD Firearms Unit, 801 S. Beretania Street

*** You must be 21 years or older to purchase a firearm

Please have the following information with you when submitting your application.

All of the below mentioned forms are also available at the Firearms Unit. To speed up the process, you may complete the forms in the sections highlighted in grey or click on the hyperlinks below. Please print all forms single-sided and fill out each form with black ink. Forms submitted should be dated for the day of application.

  • Valid photo identification.
  • Permit to acquire application. You will need the Make, Model, Caliber, Type/Revolver/Semiautomatic etc, and Serial Number. (Handguns only)
  • Name, address, and telephone number of the seller. (Handguns only)
  • Mental Health Waiver
  • Medical Information Waiver
  • Firearms Application/Questionnaire
  • HIPAA Authorization to Release Protected Health Information Waiver
  • Background check Fee (All permit applicants, firearms registration, out of state applicants, and law enforcement officers with personal firearms will be assessed a $42.00 one time fee. Cash / exact change or Debit Card/Credit Card ($43.26 w/ service fee).
  • Background check. (Background check includes, but is not limited to, warrant checks, local and national arrest history, local and national criminal history, local and national criminal convictions, any pending cases and TRO’s.)
  • Original Hunters Education card (Rifle/shotgun permit only) or an original Handgun Safety Training Course Affidavit. (within 4 years of issuance of permit)
  • Original documentation of proof of U.S citizenship or U.S. national status if born outside the United States. (U.S. Passport, Naturalization Certificate, Born Abroad Birth Certificate)

There is a 14 day waiting period on all permits. After the 14-day waiting period the permit will be valid for only 26 calendar days. Permits not picked up by the 26th day will be voided. Applicants will need to reapply and go through another 14-day waiting period, so please plan accordingly.

FIREARMS REGISTRATION

*** You must be 21 years or older to register a firearm.

You need the following to register your firearm(s):

– Valid photo identification

– Your original firearms permit

– Name, address, and phone number of the seller (In-State registration only)

– If you were born outside the United States, bring proof of citizenship or proof of United States National status such as an original U.S. Passport, original Naturalization Certificate, or original Born Abroad Certificate. If you are in the military, your Enlisted (ERB) or Officer (ORB) Record Brief with mention of you being a United States Citizen will suffice.

– Joint registrations must be done in person; please come together with your spouse. If registering LONG GUN(S) you will need your marriage certificate.

OPTION 1:

The buyer may register their LONG GUN/HANDGUN at the
Honolulu Police Department (HPD), 801 S. Beretania Street. 

Identification and Permit-to-Acquire Firearms Form (HPD-131) are needed. 
The Firearms Information Form (HPD-84) is also needed for LONG GUN registration. 

All required firearm information shall be filled out: 
Caliber, Make, Model, Type, and Serial number, and name of transferor. 

OPTION 2:

The buyer may register their LONG GUN/HANDGUN online
if the Firearm is acquired from a Firearm Dealer/Store.

LONG GUN/HANDGUN acquired from a private party/individual
must be registered in person along with the respective Firearm.

Out of State Registration Long Gun and Handgun

The registrant shall register the firearm at the Honolulu Police Department
(HPD) 801 S. Beretania Street, with the firearm(s) to be physically inspected. 
Identification and all required forms are needed.

Online registration is not available for this service

  • Required Forms
    • Firearms Information Form (HPD-84).  All gun information shall be filled out:  Caliber, Make, Model, Type, and Serial #.

    • Mental Health Waiver
    • Firearms Application / Questionnaire
  • Valid photo identification

  • Married couples who would like to have their firearms jointly registered in
    both names need to also bring their Original Marriage Certificate.

Private Seller or Gun Dealer

For handgun, the original firearm permit (HANDGUN) must be signed in ink on the back by both seller and buyer. The seller shall cause the permit to be delivered to the HPD Firearms Section within 48 hours after the transfer of the firearm.  (In-person or via registered mail)

The buyer will then register their firearm with HPD.

For rifles/shotguns, the seller shall submit in writing and cause to be delivered to the HPD Firearms Section within 48 hours of the transfer of the firearm the following: Name of the seller, name of the buyer, and gun information: Make, model, serial number, action type, caliber and barrel length. (In-person or via registered mail)

UPDATED FIREARM LAWS

Senate Bill No. 2046, Relating to Firearms, Act 157, prohibits the manufacture, importation, sale, transfer and possession of trigger modification devices, including bump fire stocks, multi-burst trigger activators and trigger cranks, that are designed or function to accelerate the rate of fire of a semiautomatic firearm. This act was signed by the Governor on July 9, 2018, and effective on July 9, 2018. (Under an amnesty program, owners of these devices have 30 days to turn them in to police).

Senate Bill No. 2436, Relating to Firearms, Act 158, amends subsection (b) of the Hawaii Revised Statutes Section 134-7.3, by shortening the time period for the voluntary surrender of firearms upon disqualification from ownership, possession, or control of firearms and ammunition from 30 days to 7 days. This act was signed by the Governor on July 9, 2018, and effective retroactive to July 1, 2018.

Can I submit my application to acquire a permit online?

You must apply for a Permit to Acquire in person

  1. Complete Permit to Acquire request form.  All fields marked with a (*) must be completed.
    • Any discrepancies on the request will require a new request with the corrections.
  2. Requests made 39 days or later from the application date will not be accepted and permit will be voided per Hawaii Revised Statutes 134-2(e).
  3. Click the Digital Signature box acknowledging the disclaimer was read and understood.
  4. Click “Submit”.
  5. The request will be reviewed by the HPD Firearms Unit. Please call our personnel at 808-723-3190 to confirm your request was received.
  6. Your Permit to Acquire will be sent as a password protected PDF to the email provided.
  7. Use the password you provided during the permit application to access your Permit to Acquire.  If you lost or did not create a password, one will be emailed to you upon your request for Permit to Acquire.
  8. Print both pages of the Permit to Acquire.

INSTRUCTIONS TO RECEIVE YOUR FIREARM REGISTRATION(S) BY EMAIL

The online registration requests are only for
“In-State” purchases from a local gun store/dealer/FFL.

**Firearms brought in from the mainland must be brought
in and registered in person as an “Out-of-State” registration**

Firearms acquired through private sales, must be brought in person to be registered.

Joint registrations must be done in person; please come together with your spouse.

*** Handgun Registration: Only one (1) handgun per request.  More than one handgun listed on one request will be denied.                                                            

*** Long gun Registration:  Multiple long guns may be listed on one (1) request if acquired from the same seller/dealer. 

**PLEASE NOTE** Any discrepancies on your registration request form that you send, will be denied and will be asked to resubmit a new request with all the correct information.

4. Your request will be reviewed by the HPD Firearms Unit. Please call our personnel at 808-723-3190 to confirm your request was received.

5. You will receive two (2) emails from the HPD Firearms Unit: A password and the Firearm Registration(s).

6. You will use the password contained in the first email to open the password protected PDF containing your registration(s). Please print out your registration(s) for your records.

Important notes when completing this request form:

“Acquired From” Name – Individual or Local gun store/dealer/FFL name and address.
Residence Address – Only a physical address will be accepted. (No P.O. Box)
Employer – Enter “none” or “retired” if applicable.
Employer Address – Enter “none” if applicable. Complete City/State/Zip with your residence address information.
Business Phone – If none, enter “0” ten times.
Occupation – Enter “none” if applicable.
Hair/Eye Color – Type out color.
Quantity – Enter “1”.
Description – If registering a receiver only, enter make and “receiver only”.

On June 3, 2022, with the signing of a new gun law HB2075 (Act 030),
effective immediately,
the HPD Firearms Unit requires physical inspections for the following firearms:


#1 firearms and firearm receivers that are assembled without serial numbers or other identification markings

#2 firearms brought into the State from other jurisdictions

#3 firearms transferred or obtained in private sales
