Aloha, welcome to the Firearms Unit webpage! 

In order to serve you better we have made the firearms registration forms available online for completion so they can be printed and brought to the Firearms Unit for verification. This helps to expedite the application process. There is currently no online firearms registration process. 

To obtain a Permit to Acquire a Firearm, or to register a firearm, you MUST appear in person at the Honolulu Police Department’s Firearms Unit. Office hours are from 8:00 a.m. to 4:00 p.m., Monday through Friday excluding holidays. Customers who enter our office outside of our normal working hours may be asked to return another day. 

Forms are now available on this website to complete prior to coming down to the Firearms Section office. You may complete the forms and bring them with you to the Firearms Section to help expedite the application process.

APPLICATION FOR A FIREARM PERMIT

You must be 21 years or older to purchase a firearm. You must apply, in person, at the HPD Firearms Unit. Please have the following information with you when submitting your application. All of the below mentioned forms are available at the Firearms Unit. To speed up the process, please click on the fillable forms below and complete the sections highlighted in grey or click on the hyperlinks below.

  • Valid photo identification.
  • Permit to acquire application. You will need the Make, Model, Caliber, Type/Revolver/Semiautomatic etc, Barrel Length, and Serial Number. (Handguns only)
  • Name, address, and telephone number of the seller.
  • Mental Health Waiver
  • Medical Information Waiver
  • Firearms Application/Questionnaire
  • License to Carry an Open/Concealed Firearm Application
  • Background check Fee (All permit applicants, firearms registration, out of state applicants, and law enforcement officers with personal firearms will be assessed a $43.25 one time fee. Cash / exact change or Credit Card.
  • Background check. (Background check includes, but is not limited to, warrant checks, local and national arrest history, local and national criminal history, local and national criminal convictions, any pending cases and TRO’s.)
  • Original Hunters Education card or an original Handgun Safety Training Course Affidavit. (Handguns only)
  • Original documentation of proof of U.S citizenship or U.S. national status if born outside the United States. (U.S. Passport, Naturalization Certificate, Born Abroad Birth Certificate)

There is a 14 day waiting period on all permits. After the 14-day waiting period the permit will be valid for only 6 calendar days. Permits not picked up by the 6th day will be voided. Applicants will need to reapply and go through another 14-day waiting period, so please plan accordingly.

As an option, long-gun applicants may have their processed permits mailed to them. Applicants need to provide a self-addressed pre-paid envelope, certified restricted-delivery return receipt required(available at the U.S. Post Office) at time of application for permit. Long-gun (rifles/shotguns) permits are valid for one (1) year from the date of issue. Be advised that a handgun (pistols/revolvers) permit is valid for only ten (10) days from the date of issue.

FIREARMS REGISTRATION

You must be 21 years or older to register a firearm. For in state registration, take your firearm in person to the Main Police Station Firearms Unit no later than 5 calendar days from a purchase or acquisition for registration. You need the following when you register your firearm:

  • Valid photo identification
  • Your original firearms permit
  • Name, address, phone number of seller, in state registration only
  • The firearm for inspection (In a gun case, unloaded)
  • If you were born outside the United States, bring proof of citizenship or U.S. national status such as an Original US Passport, Original Naturalization Certificate, Original Born Abroad Certificate, or if you are in the military your Enlisted (ERB) or Officer (ORB) Record Brief will suffice only if the document states you are a United States Citizen.

HPD Information Out of state registrants need to take firearm(s), in person, to the Main Police Station Firearms Unit no later than 5 calendar days from arrival. Out of state registrants are encouraged to arrive at the Firearms Unit no later than 3:00 pm. The out of state registration process can be lengthy. If there is a line, we may not be able to accommodate you. There is no 14-day waiting period for Out-of-State Registration. You need the following when you register your firearm:

  • Background check fee $43.25. Cash / exact change or Credit Card.
  • Valid photo identification
  • The firearm for inspection (In a gun case, unloaded)
  • If you were born outside the United States, bring proof of citizenship or U.S. national status such as an Original US Passport, Original Naturalization Certificate, Original Born Abroad Certificate, or if you are in the military your Enlisted (ERB) or Officer (ORB) Record Brief will suffice only if the document states you are a United States Citizen.

HPD Information Married couples who would like to have their firearms jointly registered in both names need to also bring the Original Marriage Certificate.

UPDATED FIREARM LAWS

Senate Bill No. 2046, Relating to Firearms, Act 157, prohibits the manufacture, importation, sale, transfer and possession of trigger modification devices, including bump fire stocks, multi-burst trigger activators and trigger cranks, that are designed or function to accelerate the rate of fire of a semiautomatic firearm. This act was signed by the Governor on July 9, 2018, and effective on July 9, 2018. (Under an amnesty program, owners of these devices have 30 days to turn them in to police).

Senate Bill No. 2436, Relating to Firearms, Act 158, amends subsection (b) of the Hawaii Revised Statutes Section 134-7.3, by shortening the time period for the voluntary surrender of firearms upon disqualification from ownership, possession, or control of firearms and ammunition from 30 days to 7 days. This act was signed by the Governor on July 9, 2018, and effective retroactive to July 1, 2018.

Can I submit my application to acquire a permit online?

Can I submit my application to acquire a permit online?

No. This feature is not available.

Can I register my guns online?

No. You may start the process by completing the online forms and bringing them to our office for verification along with your firearm if you already have it.

Do I need to Register with HPD every time I want to register a weapon?

Yes. All firearms that require a registration need to be registered with HPD.

How soon can I renew my Long Gun Permit?

Not more than 14 calendar days prior to the expiration date.

If I am a U.S. Citizen but born in another country, do I still need proof of citizenship?

• Yes. Need to provide a current U.S. passport, Naturalization, or Born Abroad Certificate. (If the applicant is active military, the Enlisted Record Brief would suffice.)

• U.S. nationals will need to show documentation of U.S. national status. (Passport or birth certificate)

If I am not available to pick up my permit during the pick-up dates, can I pick it up prior or after?

No. Permits are only available during the pickup dates, which is always the 14th through the 20th day, and includes weekends and holidays.

How can I obtain a firearm from someone who is deceased?

• If the person wanting to acquire the firearm(s) is an immediate family member, obtain an original Death Certificate, and a notarized statement from the Executor of the estate transferring the firearms to that person.

• If the person acquiring the firearm(s) is not an immediate family member, the Executor of the estate will need to obtain permits for themselves first, then transfer the firearms in their own name. Once that is accomplished, the Executor can then transfer the firearm(s) to another party.

• Or, the transfer will need to go through a firearms dealer.
