If you are coming from Out of State then you must register in person.

The firearm registration request form is for In-State purchases only.

Firearm Registrants are no longer required to bring in their firearms when registering. 

Per Governor Ige’s COVID emergency proclamation,
registering a firearm within five (5) days of acquisition has been temporarily suspended. 
Registration of all firearms is still required and should be done as soon as applicable. 

Firearms will be considered unregistered until registered with HPD.

The HPD Firearms Section will be open for walk-in Permit-to-Acquire and Registration.
There will be no appointments provided.

M/T/Th/F – 8:00 am to 4:00 pm
Wed – 8:00 am to 6:30 pm
excluding Holidays

The public will not be allowed to line up before 8 a.m.
Face masks and 6 foot social-distancing are required.

Please be aware that street parking at HPD headquarters
is presently limited due to construction work.

When parking at the station, be sure to park in a metered parking stall.

Unauthorized vehicles that are parked in reserved stalls
are subject to citation and may be towed.

Aloha, welcome to the Firearms Unit webpage! 

In order to serve you better we have made the firearms application forms available online for completion so they can be printed and brought to the Firearms Unit for verification. This helps to expedite the application process. There is currently no online firearms registration process. 

To obtain a Permit to Acquire a Firearm you MUST appear in person at the Honolulu Police Department’s Firearms Unit. Customers who enter our office outside of our normal working hours may be asked to return another day. 

Forms are now available on this website to complete prior to coming down to the Firearms Section office. You may print the forms and bring them with you pre-filled to the Firearms Section to help expedite the application process.

APPLICATION FOR A FIREARM PERMIT

You must be 21 years or older to purchase a firearm. You must apply, in person, at the HPD Firearms Unit. Please have the following information with you when submitting your application. All of the below mentioned forms are available at the Firearms Unit. To speed up the process, please click on the fillable forms below and complete the sections highlighted in grey or click on the hyperlinks below. Print and bring forms with you.

  • Valid photo identification.
  • Permit to acquire application. You will need the Make, Model, Caliber, Type/Revolver/Semiautomatic etc, and Serial Number. (Handguns only)
  • Name, address, and telephone number of the seller.
  • Mental Health Waiver
  • Medical Information Waiver
  • Firearms Application/Questionnaire
  • License to Carry an Open/Concealed Firearm Application
    (not required unless applying for a License to Carry an Open/Concealed Firearm).
  • Background check Fee (All permit applicants, firearms registration, out of state applicants, and law enforcement officers with personal firearms will be assessed a $43.25 one time fee. Cash / exact change or Debit Card/Credit Card ($44.55 w service fee).
  • Background check. (Background check includes, but is not limited to, warrant checks, local and national arrest history, local and national criminal history, local and national criminal convictions, any pending cases and TRO’s.)
  • Original Hunters Education card or an original Handgun Safety Training Course Affidavit. (Handguns only)
  • Original documentation of proof of U.S citizenship or U.S. national status if born outside the United States. (U.S. Passport, Naturalization Certificate, Born Abroad Birth Certificate)

There is a 14 day waiting period on all permits. After the 14-day waiting period the permit will be valid for only 6 calendar days. Permits not picked up by the 6th day will be voided. Applicants will need to reapply and go through another 14-day waiting period, so please plan accordingly.

FIREARMS REGISTRATION

You must be 21 years or older to register a firearm. You need the following when you register your firearm:

  • Valid photo identification
  • Your original firearms permit
  • Name, address, and phone number of the seller (In-State registration only)
  • If you were born outside the United States, bring proof of citizenship or proof of United States National status such as an original U.S. Passport, original Naturalization Certificate, or original Born Abroad Certificate. If you are in the military, your Enlisted (ERB) or Officer (ORB) Record Brief with mention of you being a United States Citizen will suffice.

OPTION 1:

The buyer may register their LONG GUN/HANDGUN at the
Honolulu Police Department (HPD) 801 S. Beretania Street. 

Identification and Permit-to-Acquire Firearms Form (HPD-131) are needed. 
The Firearms Information Form (HPD-84) is also needed for LONG GUN registration. 

All required firearm information shall be filled out: 
Caliber, Make, Model, Type, and Serial number, and name of transferor. 

OPTION 2:

The buyer may register their LONG GUN/HANDGUN online.

Out of State Registration Long Gun and Handgun

The registrant can register the firearm at the Honolulu Police Department (HPD) 801 S. Beretania Street, with or without the firearm(s).  Identification and all required forms are needed.

  • Required Forms
    • Firearms Information Form (HPD-84).  All gun information shall be filled out:  Caliber, Make, Model, Type, and Serial #.
    • Medical Information Waiver
    • Mental Health Waiver
    • Firearms Application / Questionnaire

 

  • Valid photo identification
    Background check fee $43.25. Cash / exact change or Debit / Credit Card. ($44.55 w service fee)
  • If you were born outside the United States, bring proof of citizenship or U.S. national status such as an original US Passport, original Naturalization Certificate, original Born Abroad Certificate, or if you are in the military your Enlisted (ERB) or Officer (ORB) Record Brief will suffice only if the document states you are a United States Citizen.

Married couples who would like to have their firearms jointly registered in
both names need to also bring their Original Marriage Certificate.

Private Seller or Gun Dealer:

For handgun, the original firearm permit (HANDGUN) must be signed in ink on the back by both seller and buyer. The seller shall cause the permit to be delivered to the HPD Firearms Section within 48 hours after the transfer of the firearm.  (In-person or via registered mail)

The buyer will then register their firearm with HPD.

For rifles/shotguns, the seller shall submit in writing and cause to be delivered to the HPD Firearms Section within 48 hours of the transfer of the firearm the following: Name of the seller, name of the buyer, and gun information: Make, model, serial number, action type, caliber and barrel length. (In-person or via registered mail)

UPDATED FIREARM LAWS

Senate Bill No. 2046, Relating to Firearms, Act 157, prohibits the manufacture, importation, sale, transfer and possession of trigger modification devices, including bump fire stocks, multi-burst trigger activators and trigger cranks, that are designed or function to accelerate the rate of fire of a semiautomatic firearm. This act was signed by the Governor on July 9, 2018, and effective on July 9, 2018. (Under an amnesty program, owners of these devices have 30 days to turn them in to police).

Senate Bill No. 2436, Relating to Firearms, Act 158, amends subsection (b) of the Hawaii Revised Statutes Section 134-7.3, by shortening the time period for the voluntary surrender of firearms upon disqualification from ownership, possession, or control of firearms and ammunition from 30 days to 7 days. This act was signed by the Governor on July 9, 2018, and effective retroactive to July 1, 2018.

Do I need to Register with HPD every time I want to register a weapon?

Yes. All firearms that require a registration need to be registered with HPD.

How soon can I renew my Long Gun Permit?

Not more than 14 calendar days prior to the expiration date.

If I am a U.S. Citizen but born in another country, do I still need proof of citizenship?

• Yes. Need to provide a current U.S. passport, Naturalization, or Born Abroad Certificate. (If the applicant is active military, the Enlisted Record Brief would suffice.)

• U.S. nationals will need to show documentation of U.S. national status. (Passport or birth certificate)

If I am not available to pick up my permit during the pick-up dates, can I pick it up prior or after?

No. Permits are only available during the pickup dates, which is always the 14th through the 20th day, and includes weekends and holidays.

How can I obtain a firearm from someone who is deceased?

• If the person wanting to acquire the firearm(s) is an immediate family member, obtain an original Death Certificate, and a notarized statement from the Executor of the estate transferring the firearms to that person.

• If the person acquiring the firearm(s) is not an immediate family member, the Executor of the estate will need to obtain permits for themselves first, then transfer the firearms in their own name. Once that is accomplished, the Executor can then transfer the firearm(s) to another party.

• Or, the transfer will need to go through a firearms dealer.

  2. Requests made 20 days or later from the application date will not be accepted and permit will be voided per Hawaii Revised Statutes 134-2(e).

  5. The request will be reviewed by the HPD Firearms Unit.
  6. Your Permit to Acquire will be sent as a password protected PDF to the email provided.
  7. You will create a password in person at the time of your Permit to Acquire application.  This password will be used to open your Permit to Acquire and/or your Firearms Registration document.  If you lost or did not create a password, one will be emailed to you upon your request for Permit to Acquire.
  8. Print both pages of the Permit to Acquire.
  9. Any discrepancies on the Permit to Acquire request form will be sent back to the applicant via email to be corrected and resubmitted.

Important notes when completing this request form:

Residence Address – Only a physical address will be accepted. (No P.O. Box)
Employer – Enter “none” or “retired” if applicable.
Employer Address – Enter “none” if applicable. Complete City/State/Zip with your residence address information.
Business Phone – If none, enter “0” ten times.
Occupation – Enter “none” if applicable.
Hair/Eye Color – Type out color.
Quantity – Enter “1”.
Description – If registering a receiver only, enter make and “receiver only”.

***Handgun registration: Only one (1) handgun per registration form.  More than one handgun listed on one registration will be denied.                                                            

***Long gun Registration:  Multiple long guns may be listed on one (1) registration form if acquired from the same seller/dealer.
