Proposed Amendment to Chapter 15 of the Rules of the Chief of Police

Walk-in Permit-to-Acquire for firearms will begin on the week of August 8, 2021,
on Tuesdays and Thursdays at the HPD Firearms Section at 801 S. Beretania Street.
Walk-ins during this time will be limited to no more than 50 persons each day (Tue/Thu).

Online Permit appointments that were made earlier will be honored
on Mondays, Wednesdays, and Fridays.

However, new Permit appointments may no longer be made online.

A standby line on Mondays, Wednesdays, and Fridays
will be utilized for cancelled appointments.

Beginning September 7, 2021, the number of walk-in Permit-to-Acquire applicants on Tuesday and Thursday will be reduced to the first 40 people in line.

Online Permit-to-Acquire appointments that were made earlier will continue to be honored on Mondays, Wednesdays and Fridays. On these days, a standby line for up to 10 persons will be allowed in the event of no-shows or cancellations.

The public will not be allowed to line up before 7 a.m., and face masks are required. Please be aware that street parking at HPD headquarters is presently limited due to construction work.

When parking at the station, be sure to park in a metered parking stall. Unauthorized vehicles that are parked in reserved stalls are subject to citation and may be towed.

If you have any questions concerning the acquisition and registration of firearms, please click on one of our above links, or contact the Honolulu Police Department, Firearms Unit by calling (808) 723-3190.

FIREARM PERMIT

  • 21-years of age or older.
  • Valid photo identification.
  • Completed permit to acquire application. You will need the make, model, caliber, type, barrel length, and the serial number of all handguns.
  • Name, address, and telephone number of the seller.
  • Completed Mental Health Waiver form.
  • Completed Medical Information Waiver form.
  • Completed Firearms Application/Questionnaire form.
  • Completed License to Carry an Open/Concealed Firearm Application form (not required unless applying for a License to Carry an Open/Concealed Firearm).
  • Background check – includes but is not limited to, warrant checks, local and national arrest history, local and national criminal history, local and national criminal convictions, any pending cases, and any protection orders.
    • One-time background check fee of $43.25 to be paid using exact cash or credit card.
  • Original Hunter’s Education card or original Handgun Safety Training Course Affidavit. (Handguns only).
  • If you were born outside the United States, bring proof of citizenship or proof of United States National status such as an original U.S. Passport, original Naturalization Certificate, or original Born Abroad Certificate. If you are in the military, your Enlisted (ERB) or Officer (ORB) Record Brief with mention of you being a United States Citizen will suffice.
  • Married couples applying for a joint registration shall bring an original marriage certificate.

There is a fourteen-day waiting period for all permits. After the fourteen-day waiting period, the permit will be valid for only six calendar days. Permits not picked up by the sixth day will be voided.

Long-gun (rifles/shotguns) permits are valid for one year from the date of issue.  Handgun permits are valid for ten days from the date of issue.

  • Firearms must be unloaded and in a proper gun case.
  • Valid photo identification
  • Your original firearm permit
  • Name, address, and phone number of the seller (in-state registration only)
  • If you were born outside the United States, bring proof of citizenship or proof of United States National status such as an original U.S. Passport, original Naturalization Certificate, or original Born Abroad Certificate. If you are in the military, your Enlisted (ERB) or Officer (ORB) Record Brief with mention of you being a United States Citizen will suffice.

OUT OF STATE REGISTRANTS

  • Firearms must be unloaded and in a proper gun case.
    Valid photo identificaiton.
  • Background check – includes but is not limited to, warrant checks, local and national arrest history, local and national criminal history, local and national criminal convictions, any pending cases, and any protection orders.
    • One-time background check fee of $43.25 to be paid using exact cash or credit card.
