Professional Standards Office
The Professional Standards Office is charged with ensuring the integrity of the Honolulu Police Department (HPD) by conducting fair and impartial investigations into allegations of police misconduct. The division is divided into four sections: Administrative Investigation, Quality Assurance, Criminal Investigation, and Accreditation Section.
Quality Assurance Section
The Quality Assurance Section investigates matters involving allegations of policy and/or procedure violations. Their findings are forwarded to the HPD’s Administrative Review Board for its review and recommendation to the Chief of Police.
This section also conducts staff inspections of other units' operations, administrative procedures, personnel, equipment, health and safety practices, and for any other requirements that may be necessary or evident to identify performance efficiency characteristics.
Criminal Investigation Section
The Criminal Investigation Section investigates matters that violate Hawaii laws and City and County ordinances. Allegations of assault, theft, etc., are investigated thoroughly and presented to the Department of the Prosecuting Attorney for their disposition.
Citizens are encouraged to report police misconduct in an effort to address public concern, correct inappropriate behavior, and uphold the public’s trust in their police department.
