Honolulu Police Chief David Lazar presented an update on his 30-60-90 day plan to the Honolulu Police Commission during its regular meeting on Wednesday, reporting that 35 of the plan’s 37 action items have been completed.
Shortly after being sworn in as chief, Lazar established the plan as a roadmap for the goals he wanted to accomplish during his first three months leading the department. Among his top priorities were conducting a budget audit, developing and implementing technology responsibly, establishing internal and external accountability tools, and creating and implementing a strategic plan to guide the department forward.
“I would like to thank the men and women of the Honolulu Police Department for what they do every day. They made this level of success possible,” said Honolulu Police Chief David Lazar. “We will move forward as a department, now transitioning to the work outlined in our new strategic plan.”
Other key priorities included building greater trust with the communities HPD serves and strengthening recruitment efforts to help the department meet its staffing goals. These efforts included establishing the chief’s “Talk Story” events across Oʻahu and partnering with local media to develop a recruitment campaign aimed at reaching prospective applicants both in Hawaiʻi and on the mainland.
“Chief David Lazar has exceeded every expectation I had when he was selected to lead the Honolulu Police Department,” said Mayor Rick Blangiardi. “Accomplishing nearly every objective in his first 90 days is an extraordinary achievement, but what impresses me most is his humility, leadership, accountability and sense of urgency he has brought to HPD. He came into this position with a clear vision, a commitment to delivering results and a determination to make this department better every single day. And that is exactly what he is doing. Chief Lazar is setting a new standard for leadership and performance at HPD, and I could not be more proud of the progress he and his team have made in such a short period of time. This is just the beginning, and I have tremendous confidence in where he is taking this department.”
The Honolulu Police Commission, which oversees the department and evaluates the chief’s performance, also acknowledged the progress made during his first 90 days.
“Chief Lazar has demonstrated a strong commitment to the goals he established in his 30-60-90 day plan, meeting nearly all of the benchmarks he set for himself and the department,” said Honolulu Police Commission Chair Laurie Foster. “The commission is encouraged by the progress made in such a short period of time. While there is still important work ahead, these early accomplishments reflect a positive start, and we look forward to seeing that momentum continue as he works to strengthen the department and better serve our community.”
