HONOLULU — The Honolulu Police Department (HPD) will host a promotion ceremony on Dec. 16, 2025, at 9 a.m. at HPD’s Alapaʻi Station, Command Conference Room, to honor nine newly promoted sworn personnel.
The ceremony will celebrate the promotions effective Dec. 16, 2025. The promotions include three assistant chiefs, four majors and two captains.
Metropolitan Police Assistant Chief
Elgin Arquero, who has 28 years of service, will be assigned to the Central Patrol Bureau. Arquero previously served as the major of District 5 (Kalihi).
Raynor Ikehara, a 37-year veteran of the department, will be assigned to the Administrative Bureau. He previously served as the acting assistant chief of that bureau.
Brandon Nakasato, who has served with the department for 26 years, will be assigned to the Investigative Bureau and previously served as the bureau’s acting assistant chief.
Metropolitan Police Major
Matthew Kurihara has 19 years of service and will be assigned to the Human Resources Division. Kurihara previously served as captain of the Communications Division.
Kurt Ng, a 36-year veteran of the department, will be assigned to District 2 (Mililani/Wahiawa/North Shore). He previously served as the district’s acting major.
Jerome Pacarro has 21 years of service and will be assigned to the Narcotics/Vice Division, where he previously served as the division’s acting major.
Brandon Yamamoto, a 28-year veteran of the department, will be assigned to District 7 (East Honolulu). Yamamoto previously served as the captain of the Traffic Division.
Metropolitan Police Captain
Blake Arita has 15 years of service with the department. He will be assigned to the Human Resources Division and previously served as a lieutenant in that division.
Marino Carreira, who has served with the department for 22 years, will be assigned to District 8 (Kapolei/Waianae) and previously served as a lieutenant in that district.
“Each promotion recognizes not only individual achievement but also the collective effort that strengthens our department,” Interim Chief Rade Vanic said. “We are proud of and grateful for the dedication of our sworn officers who continue to protect our community and serve with aloha.”
