As part of its Safer Roads, Together traffic safety campaign, the Honolulu Police Department is reminding moped operators that helmets are required for all riders under Act 222, which took effect June 25, 2025. The law requires all moped operators to wear a safety helmet and prohibits anyone younger than 16 from operating a moped.
HPD remains concerned about the safety of everyone who uses Honolulu’s roadways. In May alone, HPD responded to two separate moped collisions in which riders who were not wearing helmets suffered critical injuries and were transported to the hospital.
As Honolulu heads into the summer months, HPD will continue enforcement and education efforts and monitor roadways for safe operation of mopeds. Summer often brings more roadway activity, including visitors, recreational travel and heavier traffic in high-use areas.
“Safer Roads, Together is about protecting lives through education, awareness and enforcement,” said Interim Police Chief Rade Vanic. “We do not want to see more families affected by preventable crashes. Wearing a helmet can make the difference between a serious injury and a tragedy. This is a simple reminder: if you ride a moped, wear a helmet, follow the law and ride responsibly.”
HPD encourages all moped operators to slow down, stay alert, wear a helmet and make safety a priority every time they ride.
