Handling disturbances at educational facilities
is primarily the responsibility of the State
of Hawaii Department of Education (DOE) and the
superintendents of the various private facilities.
The Honolulu Police Department will provide
assistance when requested to do so.
RESPONSIBILITIES
A. District patrol commands shall establish
and maintain plans to provide preliminary response
to incidents involving violence at schools within their boundaries.
B. District patrol personnel should be familiar
with and able to implement these plans.
C. When summoned by the district patrol command,
the Specialized Services Division (SSD) shall direct
police assistance at the school.
POLICE RESPONSE
A. The Communications Division shall notify
the appropriate district patrol command when
a request for police assistance in a school
violence incident is received.
B. District patrol personnel shall respond
to the scene, take appropriate action,
establish a temporary command post, and make
perimeter assignments. Active shooter
situations shall be handled in accordance
with Procedure 9.15, ACTIVE SHOOTER INCIDENTS.
C. The district commander or designee shall
respond to the scene and determine whether
the SSD’s assistance is needed.
D. When the district command requests assistance,
the Communications Division shall immediately notify the SSD.
E. When they arrive at the scene, SSD personnel
shall confer with the patrol officer in charge
and then assume command of police activities.
F. If the incident occurs at a public facility,
the Communications Division shall also notify the
DOE in accordance with established procedures.
