The Honolulu Police Department considers pedestrian
safety and the availability of parking in residential
neighborhoods when addressing parking complaints in
accordance with applicable laws and departmental directives.
PAVED SIDEWALK AREA
Enforcement action shall be taken when vehicles are parked on:
A. Paved sidewalks; or
B. The grass strip between the street curb and paved sidewalk.
UNPAVED SIDEWALK AREAS
In addressing vehicles that are parked on unpaved
sidewalks, officers shall consider whether:
A. There is sufficient clearance for a pedestrian
and/or wheelchair to safely pass through without
having to enter the roadway;
B. Vehicles are parked parallel to the roadway;
C. Vehicles are completely off the roadway; and/or
D. Vehicles create a safety hazard not mentioned above.
PARKING WITHIN FOUR FEET OF DRIVEWAY
The Traffic Code authorizes, but does not mandate,
the police to remove and store vehicles that are
parked within four feet of a driveway. However,
citations shall be issued for all violations, and
a vehicle that encroaches upon a driveway area and
impedes the ingress and egress shall be towed.
