Critical event deconfliction and case activation procedures will
enhance officer safety and the efficiency of criminal
investigations through the secured and coordinated exchange of
operational and tactical information.
DEFINITIONS
Deconfliction: A process that law enforcement officers
rely upon to ensure their safety.
Critical event: Any enforcement tactical activity or
operation, which requires a personal appearance at a
predetermined location
This does not apply to
police officers attired in Class A uniforms.
WSIN WATCH CENTER
A. The Western States Information Network (WSIN) has
entered into an agreement with the Hawaii High
Intensity Drug Trafficking Area (HIDTA) Executive
Board to provide a Watch Center to maintain a
narcotics case database and deconflict critical
events.
1. The Honolulu Police Department and many other
Hawaii agencies have agreed to use the WSIN Watch Center.
2. A HIDTA member agency that chooses not to comply
with the reporting requirements or whose
continuous noncompliance results in officer
safety problems may be removed as a Hawaii HIDTA
participating member by a majority vote of the
Executive Board.

information in accordance with current laws and
the agency’s disclosure policies. HIDTA member
agencies must obtain documented permission from
the controlling agency for the disclosure of the
controlling agency’s information.

GENERAL INTELLIGENCE SHARING
A. Authorized personnel may enter “general intelligence”
into the WSIN intelligence database in accordance
with Title 28, Part 23, Code of Federal Regulations
(28 CFR Part 23). It must be reasonably suspected
that the individual or organization is involved in
criminal activity and that the information is
relevant.
B. No records shall be maintained or collected based
solely on political, religious, or social views.
TRAINING
All officers with assignments that could require them to
perform case activation or deconfliction should receive
WSIN training to learn the computer program and obtain
computer security access. Contact the WSIN office or the
HIDTA Center (see the attachment) to schedule training.
MANUAL OF OPERATIONS
Division commanders shall ensure that their divisionis
manual of operations contain procedures to comply with
this directive.
