Handling disturbances at correctional facilities
is primarily the responsibility of the Department
of Public Safety. The Honolulu Police Department
may provide assistance when it is requested.

RESPONSIBILITIES

A. District commands shall establish and maintain
plans to provide preliminary outside perimeter
assistance at facilities in their districts.

B. The Specialized Services Division (SSD) shall
coordinate and be in command of police assistance
at correctional facility disturbances.

POLICE RESPONSE

A. The SSD shall be notified immediately by
the Communications Division when a request
for police assistance to a correctional
facility disturbance is received.

B. The responsible district command shall
evaluate the situation, establish a temporary
command post, and make the appropriate outer
perimeter assignments.

C. Upon arrival at the scene and after conferring
with the officer in charge, the SSD commander
shall assume command of police activities.
