What is purpose for this public hearing?

The purpose of the public hearing is to amend Chapter 15 of the Rules of the Chief of Police, HPD, entitled “Firearms Permits and Licenses”. The proposed rules are intend to:

  • Set forth a clear process for applicants to obtain permits to acquire firearms and to register firearms
  • Set forth a clear process and criteria (including testing, training, and background check requirements) for detectives, investigators, and guards to obtain license to carry firearms while on-duty, along with requirements for detectives and guard agencies with armed employees
  • Set forth a clear process and criteria (including testing, training, and background check requirements) for applicants to obtain licenses to carry firearms outside the home, whether concealed or unconcealed
  • Provide guidelines for carrying a firearm outside the home, including the manner in which a firearm shall be carried, a requirement to carry one’s license on one’s person, and a limit on carrying one firearm at a time
  • Set forth a clear process and criteria for certification of instructors to teach firearm safety and administer the required testing for applicants for licenses to carry
  • Set forth a clear process for renewing licenses and provide circumstances under which licenses to carry and instructor certification will be revoked and the appeal process for denials and revocations

How can I submit Testimony?

Interested persons are encouraged to submit their testimony in advance of the public hearing, as this will give HPD more time to read and consider the testimony. Attendance at the public hearing is not necessary to submit testimony.

Where can I park to attend the hearing?

  • In addition to street parking, metered parking stalls are located in the basement and accessible from Hotel Street.

How do I get a printed copy?

A printed copy can be obtained by:

  1. Download a copy from the HPD website, https://www.honolulupd.org/rules-of-the-chief-of-police/
  2. In-person at the Firearms Unit located at 801 South Beretania Street (A $7.50 copy charge applies) Monday through Friday 7:45 a.m. to 4:30 p.m.  A copy is also available at this location for review.
  3. Request via email.

    2. A printed copy can be mailed to the name and address you provide (copy and postage charges apply)
  4. Mail
    1. Email, leave a voicemail, or mail a request for a printed copy to be mailed to you by providing your name and address.  A printed copy will be mailed to you. (subject to copy and postage fees)
