Patrol Command Boundaries

For patrol command and other administrative purposes, the City
and County of Honolulu shall be divided into bureaus, districts,
sectors, and beats.
DEFINITIONS

Beat: Subdivision of a patrol district to which an officer
on foot or in a vehicle is assigned.

Bureau: One of the two major patrol commands of the
department: Central Patrol Bureau (generally consisting of
urban Honolulu) and Regional Patrol Bureau (generally
consisting of nonurban Honolulu) .

District: One of the eight patrol divisions subordinate to
the bureaus.

Motor Beat: Beat that is patrolled by an officer in a
vehicle.

Sector: Area within a district that comprises a number of
beats.
DISTRICT BOUNDARIES

A. Central Patrol Bureau

1. District 1

a. Central Honolulu: includes Liliha, Chinatown,
lower Nuuanu, downtown business district,
Civic Center, Pauoa, Punchbowl, Tantalus,
Makiki, Kakaako, and Ala Moana.

b. Begins at the mouth of the Nuuanu Stream;
north to North King Street; west to Liliha
Street; north to the H- l Freeway; east on the
H-l to Pali Highway; north to Wyllie Street;
north to the ridge between Pacific Heights
and Nuuanu Valley on the Koolau Range; east
to the point between Round Top and Manoa;
south along a line that separates Round Top
and Manoa through the end of Puualii place,
Judd Hillside Road, and Ualakaa Street to
Nehoa Street; east to Punahou Street; south
to South King Street; east to Hauoli Street;
south to Kapiolani Boulevard; west to
Kalakaua Avenue; south to the Ala Wai Canal;
southwest to the shoreline; then west to the
mouth of the Nuuanu Stream.

Consists of 4 sectors and 24 motor beats.

2. District 5

a. Kalihi and the airport area: includes Iwilei,
Alewa Heights, Kapalama, Liliha, Mapunapuna,
TripIer, and Moanalua.

b. Begins at Moanalua Road and North Halawa High
Security Facility Access Road; north along
the east edge of North Halawa High Security
Facility Access Road and the west edge of
Icarus Way to the Ewa/Honolulu District
boundary; north to the Koolau Range; east to
the point dividing Nuuanu Valley and Pacific
Heights; south to Pali Highway, south to the
H-l Freeway, west to Liliha Street; south to
North King Street; east to the Nuuanu Stream;
south to the shoreline; west to the Pearl
Harbor/Hickam boundary; northwest to Center
Drive; north to the east side of the
Radford/Bougainville/Stewart intersection;
north along the Honolulu/Ewa boundary to
Kukui Drive; north and west to Nettle Drive
then north along a line to Moanalua Road and
North Halawa High Security Facility Access
Road.

c. Consists of 5 sectors and 23 motor beats.

3. District 6

a. Waikiki: includes the Waikiki Peninsula and
the western slope of Diamond Head.

b. Begins at the shoreline and the Ala Wai Canal
inlet; northeast and south along the Ala Wai
Canal to Leahi Avenue; southeast to Monsarrat
Avenue; east on Monsarrat Avenue; northeast
to Kanaina Avenue, south, then southeast up
the slope of Diamond Head between Diamond
Head Circle and Kanaina Avenue and the end of
Noela Drive to the rim of Diamond Head
Crater; south to Leahi Peak; down the slope
in line with Coconut Avenue to the shoreline;
then north and west to the Ala Wai Canal
inlet.

c. Consists of 2 sectors and 13 motor beats.

4. District 7

a. East Honolulu: includes Manoa Valley,
McCully, Moiliili, University area, St. Louis
Heights, Palolo Valley, Kaimuki, Kahala, east
Diamond Head, Aina Haina, Niu Valley, Hawaii
Kai, and Makapuu Point.

b. Begins at South King Street and Punahou
Street; north to Nehoa Street; north along a
line between Puualii Place and Judd Hillside
Road to the point between Round Top and Manoa
on the Koolau Ridge; east to Makapuu Point;
southwest along the shoreline to a line
extending from Coconut Avenue; north and up
the slope of Diamond Head to Leahi Peak;
north along the ridge of Diamond Head Crater
to a point from a line extending between
Noela Street, Diamond Head Circle and Kanaina
Avenue to Monsarrat Avenue; southwest to
Leahi Avenue; northwest to Kapahulu Avenue;
north to the extension line of the Ala wai
Canal; west to the Ala Wai Canal; west to
Kalakaua Avenue; northwest to Kapiolani
Boulevard; east to Hauoli Street; north to
South King Street; then west to Punahou
Street.

C. Consists of 4 sectors and 26 motor beats.

B. Regional Patrol Bureau

1. District 2

a. Central Oahu: the area between Kaena Point
and Waialee Bay, which includes Wahiawa,
Kunia, Mililani, Waialua, Haleiwa, and Sunset
Beach.

b. Begins at the shoreline at Kaena Point;
southeast along the Waialua/Waianae district
boundary to Palikea Peak on the Waianae Range
and Palawai Gulch; east to the Waiahole
Ditch; north to the Waikele Stream; south to
the Kipapa Stream; northeast to the Waiahole
Ditch and the Ewa/Koolaupoko district
boundary line; north to the Waialee Stream;
northwest to the Waialee Bridge and
shoreline; then southwest along the shoreline
to the Waianae/Waialua District boundary at
Kaena Point.

c. Consists of 3 sectors and 13 motor beats.

2. District 3

a. Leeward Oahu: the area between Halawa Valley
and Aliamanu and Kunia Road, which includes
Aiea, Pearlridge, Pearl City, and Waipahu.

b. Begins at the Ewa/ Honolulu District boundary;
east to the west edge of Icarus Way; south
and along the east edge of North Halawa High
Security Facility Access Road to the Moanalua
Freeway; south along a line to Nettle Drive
and Kukui Drive; south to the east side of
the Radford/Bougainville/Stewart intersection;
west to Center Drive; southwest to
the Pearl Harbor Main Gate on Nimitz Highway;
south along the Pearl Harbor/Hickam Air Force
Base boundary to the shoreline; southwest
along the shoreline to the Pearl Harbor
entrance; west across the entrance to the
west shore at Keahi Point to the West Loch
Peninsula; north along a line to Kunia Road
to the Wahiawa- Pearl City boundary line; east
along this boundary line back to the EwaHonolulu
boundary.

c. Consists of 3 sectors and 17 motor beats.

3. District 4

a. Windward Oahu: the area between Makapuu Point
and Kahuku, which includes Waimanalo,
Lanikai, Kailua, Kaneohe, Kahaluu, Waiahole,
Kualoa, Kaaawa, Punaluu, Hauula, Laie, and
Kahuku.

b. Begins at Makapuu Point at the shoreline;
northwest to the waialee Stream; southeast to
the Waianae/Waialua District boundary;
southeast along the Koolau Range to Makapuu
Point.

c. Consists of 4 sectors and 22 motor beats.

4. District 8

a. Leeward Oahu: the area between Kaena Point
and Pearl Harbor, which includes Makaha, Waianae,
Maili, Nanakuli, Honokai Hale, Makakilo, Kapolei, Ewa, and Ewa Beach.

b. Begins at the shoreline at Kaena Point;
southeast along the Waialua-Waianae District boundary
to Palikea Peak and Palawai Gulch; southeast to Kunia Road;
south along Kunia Road to Farrington Highway along a line
to the Pearl Harbor shoreline around the West Loch Peninsula
to Keahi Point; west along the shoreline from Keahi Point to Kaena Point.

c. Consists of 3 sectors and 20 motor beats.
BEATS

a. Leeward Oahu: the area between Kaena Point
and Pearl Harbor, which includes Makaha,
Waianae, Maili, Nanakuli, Honokai Hale,
Makakilo, Kapolei, Ewa, and Ewa Beach.

b. Begins at the shoreline at Kaena Point;
southeast along the Waialua-waianae District
boundary to Palikea Peak and Palawai Gulch;
southeast to Kunia Road; south along Kunia
Road to Farrington Highway along a line to
the Pearl Harbor shoreline around the West
Loch Peninsula to Keahi Point; west along the
shoreline from Keahi Point to Kaena Point.

c. Consists of 3 sectors and 20 motor beats.

A. Beat boundaries within each district are listed
separately.

B. Additional, temporary beats may be created within
existing beats to meet immediate operational needs.

C. Beats within a patrol district may be combined
temporarily to meet operational needs.

BEAT NUMBERS FOR REPORTS AND CITATIONS

For reports and citations, the following shall be observed
to maintain accurate statistics:

A. Only numerical (not alphabetical) beat designations
shall be used.

B. The original beat numbers shall be used when beats are
temporarily divided or combined.

C. Foot beats shall use the numbers of the motor beats in
which they are located .
