A: Individuals with a permit may set off firecrackers from 9 p.m. New Year’s Eve to 1 a.m. New Year’s Day (HRS 132D-3).

Q: How can I report illegal fireworks? Can I remain anonymous?

A: Call 911 and meet with an officer. Provide a written statement and any evidence such as photos or videos (HRS 132D-20). You can remain anonymous, but it’s more effective to have a witness who is willing to prosecute.

Q: What are the penalties for using illegal fireworks?

A: Depending on the amount, distributing, possessing, and/or using illegal fireworks can be a misdemeanor or felony. Violators can face up to five years in prison and/or a fine of $200 to $10,000 (HRS 132D-14 and ROH 20-6.9).

Q: What is HPD doing?

A: The HPD will increase staffing and enforcement efforts islandwide this New Year’s Eve and New Year’s Day. Officers will also be monitoring the roadways for traffic violations and impaired drivers.

• It is illegal to stop, stand, or park a vehicle on the freeway unless it’s an emergency. This puts the driver and pedestrian safety at risk.
• Violators may be cited or arrested depending on the circumstances.
• Do NOT drive if you consume anything that will affect your ability to operate a vehicle safely. Arrange for a designated driver.
• Do NOT speed or drive recklessly. Leave early, obey speed limits, and drive with aloha.
• If you are riding a bicycle, moped, or motorcycle, do NOT assume that drivers can see you. Wear a helmet and wear bright or reflective clothing.
• When walking, use marked crosswalks and pay attention to your surroundings.
