The Hawaii Revised Statutes classifies drugs as either dangerous, harmful, or detrimental. The classifications are further broken down by much drugs are involved, and whether someone is a user or a dealer.
Complaints Details
The Narcotics/Vice Division has two details that investigates illegal drug activities in the City and County of Honolulu. Depending upon what area of the island of Oahu the crime is occurring in, the investigation will be handled by either the Central or Regional Complaints Detail.

The Complaints Details develops cases from complaints, tips, and other sources.
Central Complaints Detail investigates illegal drug activities in districts 1, 5, 6, and 7.
Regional Complaints Detail investigates illegal drug activities in district 2, 3, 4, and 8.
In 2000, they received and investigated over 1,000 public complaints of drug activity in the community, seized about one pound of crystal methamphetamine and assets valued at $113,394.
How to report if you suspect someone is dealing drugs in your neighborhood.
"Dangerous drugs" means any substance or immediate precursor defined or specified as a "Schedule I substance" or a "Schedule II substance" by chapter 329, HRS, except marijuana or marijuana concentrate. Dangerous drugs include methamphetamine, heroin, morphine, and cocaine.
"Detrimental drug" means any substance or immediate precursor defined or specified as a "Schedule V substance" by chapter 329, HRS, or any marijuana.
"Harmful drug" means any substance or immediate precursor defined or specified as a "Schedule III substance" or a "Schedule IV substance" by chapter 329, HRS, or any marijuana concentrate except marijuana.
