Ask HPD: Asking for Monetary Donations


Question: Can people ask for monetary donations while standing on the road or on the sidewalk?

Answer: Hawaii law states that no person shall stand in, walk along, or otherwise occupy a portion of a highway for the purpose of soliciting a ride, employment, business, or contributions from the occupant of any vehicle. Anyone caught violating this law can face a $70 fine. Standing in or near the flow of traffic is also very dangerous. You could get injured or cause a motor vehicle accident.
