Special Duty Section

The Special Duty Section coordinates all requests for off-duty police services. These services include traffic control and security functions.

Types of Off-Duty Services

Security: Security functions at various events and businesses.

Traffic Control: Traffic control functions at various community events and construction sites.

Escorts: Movement of heavy equipment where a City or State permit is required.

Prohibitions

Special duty assignments will not be performed:

    1. On behalf of an employer or union involved in a labor dispute or other dispute of a civil or criminal nature

    2. To provide body guard services

    3. Implies partisan politics

    4. At establishments where their primary business is the selling or consumption of alcoholic beverages

    5. Other assignments conflicting with established special duty policies

 

COMPENSATION RATES

  1. Special Duty rates are set by the Honolulu Police Department to ensure consistency and parity.

  2. Special duty requestors shall not compensate officers at a rate that differs from the current rate schedule. However, an officer of the rank of Sergeant and above that accepts an assignment that calls for a regular officer, shall be compensated at that lower rank.

  3. Officer’s earnings shall be paid directly to the officer hired.

  4. Requestors are responsible for any tax liabilities.

  5. For specific rates, please refer to the current special duty rate schedule.

 

SERVICE FEES

Service fees are comprised of administrative, equipment, mileage, and worker’s compensations insurance fees.

Administrative Fee - An administrative fee will be charged on all requests.
The requestor will be assessed $7.00 for the first officer and $1.00 for each additional officer per job assignment.

Mileage Fee – The mileage fee will be a minimum of $10.00 or $0.37 a mile, whichever is greater. The mileage fee shall apply if an officer’s vehicle is utilized in an escort or in movement to different job sites. The mileage fee for an escort shall be tabulated from the officer’s residence to the completion of the escort and back to the officer’s residence. If the assignment is not an escort, then the mileage shall be tabulated from jobsite to jobsite. If a City vehicle is utilized (Marked Patrol Car or Solo Motorcycle) the mileage fee shall be paid to the City & County of Honolulu. If a subsidized vehicle (private vehicle) is utilized, the mileage fee shall be paid directly to the officer.

Worker’s Compensation Insurance – The requestor shall be assessed $5.00 for each officer requested per job assignment

 

 

HOW TO ORDER SPECIAL DUTY

To place an order for a special duty officer, first you must have an account with us. To establish an account you must submit a special duty application and pre-pay any service fees connected with the request. The request forms may be faxed or obtained from our office. Once you are assigned an account number, you may call in or fax any subsequent special duty requests and be invoiced for the service fees.

To ensure the safety and security of both the public and our officers, each job request is reviewed and the required staffing suggested. We reserve the right to decline requests if the requestor does not agree to hire the appropriate staffing for the request.

 

REQUEST ASSIGNMENT

Officers participate in the special duty on a voluntary basis. Therefore, to fully service your request is based on the availability of off-duty officers seeking special duty assignments. The special duty section cannot guarantee that all job requests will be filled. To ensure the filling of your request, please have your order placed with the special duty section at least ten(10) working days prior to your event. Other ways to ensure the filling of your request would be to pay the officers at the end of their shift or requesting to pay the premium rate ($4.00 above the regular rate) for your job request. It is the responsibility of the requestor to follow up with the special duty section during normal business hours to find out if their request was filled. If the request was not filled, any prepaid fees will be returned to the requestor.

 

JOB CANCELLATION POLICY

Job orders can be cancelled with the special duty section during their normal business hours. In the event a job is cancelled with less than four(4) hours prior notice before the job is to begin, a minimum of two(2) hours will be assessed the requestor per officer. To cancel an order during the special duty sections non-duty hours (M-F after 4:00 p.m. or on weekends and holidays) please call the station that services the community where your job is located.

MOUNTED UNIT

Officers from our mounted horse unit can be requested for special duty assignments. There is a special surcharge of three(3) hours per officer requested. The surcharge is for the preparation, clean up, and travel time to and from the stables to the event and back. There is also an equipment fee of $25.00 per horse.

 

BICYCLE UNIT

Officers from our bicycle units can be requested for special duty assignments. There will be a travel time surcharge (travel time from the station, to the job site, and return to the station). There is also an equipment fee of $10.00 per bicycle.

 

METHOD OF PAYMENT

Requestors are responsible to pay the officers directly for any officer hourly earnings. Wage checks may be sent to the special duty section for delivery to the officer. The requestor is responsible for compliance with the payment of wages and other compensation law (Hawaii Revised Statutes, Chapter 388).

 

SUPERVISORY REQUIREMENTS

The supervisory formula is as follows:

For every four(4) officers requested – 1 Sergeant required
For every three(3) sergeants requested – 1 Lieutenant required
*Supervisory staffing requirements will be reviewed / adjusted by the special duty section sergeant.

 

MAJOR EVENTS

Major events are defined as events that request twenty(20) or more officers in a single day. To ensure the proper special duty coordination of the event, in addition to any supervisory personnel requested, the requestor will be required to hire the administrative special duty sergeant to oversee the event.
