Anti-Terrorism Intelligence Unit

The mission of the Honolulu Police Department’s Anti-Terrorism Intelligence Unit (ATIU) is to ensure the safety of our citizens by deterring any acts of terrorism in the City and County of Honolulu, State of Hawaii.

Through the partnerships with state, local and federal agencies involved in the Joint Terrorism Task Force – Pacific, we are committed to preventing the execution of terrorist acts, disrupting terrorist activities, dismantling terrorist support networks, and assisting the Federal Bureau of Investigation (FBI) in pursuing criminal prosecution.

Targets of terrorism may include

  • Critical Infrastructure
  • Special Events (Large crowd gatherings)
  • Government Buildings
  • Hotels
  • Airports
  • Shopping Centers
  • Schools, Universities
  • Banking, Financial Institutions

What should I consider suspicious activity?

Here are some indicators of possible terrorist activity.

  • Photographing, sketching, note taking near key facilities
  • Asking unusual questions regarding security, number of employees.
  • Attempts to penetrate security, time emergency response.
  • Possession of unauthorized uniforms, IDs, access cards.
  • Possession of large amounts of chemicals, explosives and weapons.
  • Passenger Vehicles, trucks that appear out of place, loaded with suspicious items, chemical odor.

What should I do?

Report the suspicious activity as soon as possible.

  • If its an emergency situation, call 911.
  • If you observe a suspicious activity with no immediate danger, report the activity by submitting an online Suspicious Activity Report or call (808) 529-3151.
  • Do not confront anyone, you may be placing yourself in danger.

What information is helpful?

Any information you provide will be helpful, the more information the better.

  • Location: Exact address (if possible) or description of location.
  • Description: Height, weight , hair color, eye color, complexion, type of clothing usually worn, ethnic background, name of the person if you know the person.
  • Vehicles: License plate numbers (Hawaii, California, etc.) of any vehicles used by the suspects, description of the vehicles (color, 2 or 4 doors, etc.).
  • Possessions/Weapons: Cameras, binoculars, maps, sketches, drawings.
  • Activity: What type of suspicious activity is occurring.
  • Date & Time: Note the date and time.
  • Contact number: If you want the investigator to contact you, leave a contact number or you may remain anonymous. All information is kept confidential.
