Chief of Police


Chief Susan Ballard became the Honolulu Police Department’s 11th chief and Hawaii’s first female chief of police on November 1, 2017. She joined the HPD in 1985 and worked in a wide range of field and administrative assignments. As a commander, she has led the Kaneohe and Kalihi patrol districts and the Finance, Training, and Central Receiving divisions.

Chief Ballard was born in Virginia and raised in North Carolina. She has a Master of Arts degree in health and physical education from Tennessee Technological University.
