Citizens Patrol

The Citizen Patrol increases the cooperation of private citizens with law enforcement to observe, record, and report anything suspicious to the police.

Although they are not trained to handle confrontations, they are an additional set of eyes and ears for the HPD, recording and reporting suspicious activity.
